- Heat olive oil in a large pot. Coat beef in flour and brown on all sides.
- Add onion, carrots, and potatoes. Stir in tomato paste and rosemary.
- Pour in beef broth and bring to a boil. Reduce heat, cover, and simmer for 2 hours or until beef is tender. Season with salt and pepper.
